1．スコープ（担当範囲・目的）
SC 41専門委員会のスコープは以下の通り。
- 当委員会の担当領域：インターネット・オブ・シングスやセンサーネットワーク及びデジタルツインを含んだこれらの関連分野に関する国内審議および国際標準化活動への対応
- 主な役割：国内意見の集約、国際会議への提案・コメント提出、規格案のレビュー 、国際会議の日本招致・運営、担当領域に関する情報共有、など
2．国内活動内容
（1）開催状況
国内活動内容概要は以下の通り。
- 専門委員会：年11回 (概ね1回/月)
- Adhoc会議：年9回(必要に応じて都度実施)
- 総会対応会議：年2回(総会に合わせて実施)
- 開催形式：オンライン

（3）特記事項
2025年度はSC 41総会を金沢に招致することが決定した。そのために関係各所への予算・稼働を確保頂いた点に感謝する。
3．国際会議へのアウトプット
(1) 提出文書・コメント
- 国内コメント提出： 日本から18の規格案に対して244件のコメントを提出した。
- 提案文書の提出：日本から以下タイトルと概要の新規作業提案を行い、承認された。
タイトル：30161-3 IoT-Data exchange platform for IoT services – Part 3: Requirements and functional definitions for remote monitoring
概要：IoTデータ交換プラットフォーム（IoT DEP）における遠隔監視に関して、要求事項、システム構成、機能ブロックを規定する

2025年度の国際会議での貢献として以下の観点を記載する。

30147 ED2へのEditorの就任(産総研、山田氏)

- 提案の採択状況
2025年度は日本から1件(30161-3)の新規作業提案を行い、採択された。
(3) 成果・影響
2025年度の国際会議での貢献として規格への反映とそれ以外の観点を記載する。
- 規格案への寄与：2025年度の主な国内意見の規格への反映状況は以下の通り。
20924ではJIS X 20924審議時に判明した懸念事項をED 4に反映された。
30152では日本のdata space例を提案し、Annexに反映された。
30187では測定可能でないMeasurable description記載をMeasurable guidelinesに修正する意見が反映された。
30202では資産差し押さえ作業を規格に含まないよう修正する意見が反映された。

- 国内意見の反映：2025年度の主な国内意見の反映状況は以下の通り。
30147 ED2では国際会議でのED2更新要請に対し日本からのEditor立候補が反映された。

モントリオール総会にて2026年11月 SC 41総会の日本金沢への招致が決議された。

4．課題
①国内国内審議における課題：国内審議における課題は以下の通り。
- 専門人材の不足：SC 41ではIoTやデジタルツインをアプリケーション分野に応用した規格の議論が行われているが、各分野の専門家が不在であり、国内で分野に応じた審議を行うことが出来ていない。そのため、人材の不足と扱う領域の拡大が課題である。
②国際会議における課題
- 専門人材の不足：国内と同様に国際会議でも専門人材の不足と扱う領域の拡大が課題である。
③その他の課題
- 委員会運営上の課題：IoTやデジタルツインの社会への浸透と比較して委員会への参加組織が少ない。
