Meeting Report, SC 29/AGM meeting in Hangzhou, China, 2006-10-23

  1. 1 Opening
    Prof. Touradj Ebrahimi opened the meeting at 2:00 p.m., 2006-10-23.

  2. Roll Call
    A total of ten participants were in attendance (ref. Annex A: attendance list).

  3. Adoption of the Agenda
    The agenda was accepted as described in SC 29 N 7797, with the addition of the following items (ref. Annex B: final agenda).

  4. Recommendations
    SC 29 Role and update of the SC 29 Area of Work and Requirements and Guidelines
    No contribution was submitted by this meeting. The SC 29/AGM requests the SC 29/WG Conveners to provide updated WGs' "Terms of reference" and to distribute it to SC 29/AGM. After consolidation, and further consideration, they will be submitted to the next SC 29 Plenary meeting, 2007-04-30/05-01, San Jose, USA.

    SMPTE as an Approved RS Originator Organization (ARO)
    The SC 29/AGM noted that the ballot on JTC 1 N 8144, Request for Approval of SMPTE as an Approved RS Originator Organization (ARO), was withdrawn in accordance with Resolution 10 adopted at the 19th SC 29 Plenary meeting, 2006-07-24/25, Klagenfurt, Austria. SC 29/AGM also noted that only one candidate (Unicode) recommended by JTC 1 at its Plenary meeting, 2005-11-10/16, Banff, Canada, has been approved as an ARO, and no applications were submitted by the other five candidates.
    SC 29/AGM recommends that SC 29 wait and see how this situation will be reviewed by the JTC 1 at its forthcoming meeting, 2006-11-13/17, South Africa. The AGM will consult the JTC 1's resolutions at the next AGM meeting, and will act accordingly. The schedule of the next AGM meeting is in Clause 5.

    The User Needs Summary produced by the JTC 1 Special Working Group on Accessibility
    Dr. Kate Grant reported the current activities of the JTC 1 SWG-A based on the recent meeting held in Brussels, 2006-09-18/22. She highlighted the establishment of Ad Hoc 12 on JTC 1 Web Site Accessibility. The purpose of the Ad hoc is to encourage JTC 1 and its SCs to have accessible web sites and to provide guidance. The AGM requests the SC 29 Chairman to check with SC 29 and WG Webmasters on whether they have comments any past experience on accessibility. This would be in particular useful as preparation in case this issue comes up at the next JTC1 meeting.

    Report on the recent European Patent Office (EPO) Workshop
    Prof. Touradj Ebrahimi reported on a workshop organized by EPO in Munich on 2006-09-18. The Workshop entitled "European Patent Office Workshop on Patents in the field of Industrial Standards" gathered representatives of various standardization organizations such as ITU-T, IETF, 3GPP, and ISO. EPO members presented a number of informative slides showing the strong interaction between patents submission and work plan of standardization organizations. As an example, the correlation between the number of patents submitted and various stages of JPEG and MPEG standards were shown. Some of the participants from standardization organizations were invited to describe their activities and procedures, and to discuss how a stronger coordination can take place between EPO and their organizations. AGM convener presented the ISO/IEC directives regarding patent policies and how it has been implemented in SC 29 in form of guidelines. The content of the slides presented at the workshop will be made available to public and minutes describing key points and conclusions are under preparation. AGM and SC 29 members will be informed as soon as they are made available.

    Review of SC 29 Chairman's presentations for the next JTC 1 Plenary meeting
    As the next JTC 1 Plenary meeting will be held in mid-November, no presentation material was ready by this meeting. The AGM recommends the SC 29 Chairman to provide presentation materials through the AGM reflector before JTC 1 Plenary meeting in the future.

  5. Meeting Schedule
    The AGM plans to have its meeting in conjunction with WG 11 Marrakech meeting at 2:00 p.m., 2007-01-16. Calling Notice and Draft Agenda will be issued by the SC 29 Secretariat.
